FY25 Safe Streets Master Plan

Notice of Intent to Release:​
MetroPlan of Greater Flagstaff intends to release a procurement solicitation for a Safe Streets Master Plan funded under the USDOT Safe Streets and Roads for All grant program. The anticipated release date is April May 2025. MetroPlan will manage the contract. The City of Flagstaff is a major contributor to the project and will be a co-project manager with MetroPlan. The project will have a strong safety emphasis. The project will produce a transportation master plan with related content for the City of Flagstaff, Coconino County, Mountain Line - the regional transit authority, and facilities under the jurisdiction of the Arizona Department of Transportation. The project must comply with both State and City specific plan legal requirements. Per the grant application, the contract will include, and the Plan will be supported by, Complete Street Guidelines, Code Revisions, and an Interactive Mapping Tool. Internal and external discussions to date have identified these primary areas of interest:

Policy alignment across departments and disciplines including demonstrable facilitation and resolution skills;

Preferred means for planning for ADOT facilities;

Fiscal analysis including projections of prospective public and private funding;

Feasibility of system costs and the ability to pay for them out of public and private sources;

Streamlining the transportation impact analysis process;

Making private development agreement negotiations more predictable
Discussions between local agency staff and vendors regarding this project are discouraged until further internal decisions on the scope and procurement process have taken place.
Interested parties may submit their names, contact information, and areas of interest or expertise, and their preference to have that information posted on the MetroPlan website procurement page. Parties either not submitting information or not permitting information to be posted will not be excluded from competing for the contract. A table of interested parties will be updated each Friday before the date of release.
